If the frame is working properly, the cells should open when you put the Flow key into the lower slot, and close when you put them into the upper slot. They should ship in the closed position, so if you didn’t open them first, you wouldn’t feel any resistance in the upper slot. Try both slots, and watch what happens on the side of the frame too - the pattern should go from hexagons to zig-zags, and then back to hexagons again when you turn the key in the upper slot.
Tim I found the same thing. Just seemed no effort to change, but change they did. As Dawn says just look at the combs and see what they do.
Once the bees wax them up and cap them up full of honey I believe then you will feel something. Some even have to crack them open putting in the rod in a little for each turn till you get right though.
