Possibly dumb question

So I’ve just moved into a rural property in Victoria with a well established garden. I have a plenty of flowering plants and one Banksia is in full bloom and has lots of bees hovering around it.
Nearby there is a low ground cover shrub with small flowers and it has bees around it. The thing is they are steadily arriving and flying past the flowers, through a gap in the foliage, and into the thick branches under the leaves. It’s only a 1 foot high plant and is thick.

The bees look to me like European honey bees but I can’t imagine they have a hive under the shrub, it’s too small.

Can anyone let me know what you think they are, European or native?

Could it be a ground swarm? How long have they been there?
