If i understand correctly, bees build from top down. When the 1st brood box is near capacity and its time to add a second,ideally shouldn’t the 1st box go on the bottom? Maybe transfer a few full frames to the 2nd. Or is it irrelevant? Thanks

Good questions. If the hive is really strong when you add a new box, it doesn’t really matter that much whether you add it above or below. I have needed to add a box before a long trip when the hive wasn’t quite ready for it, but would probably swarm if I didn’t. In that case, I nadir the new box, i.e. add it below the existing brood box.
I wouldn’t generally transfer full frames to the new box. It weakens the hive and forces the bees to heat a new area in addition to the existing brood box. This is quite disruptive and can set them back. Just let them take over the new box in their own time, it usually works very well.
