If using tung oil on cedar do you stain the inside surfaces of the hive?
Also, do you recommend staining before or after assembly?

No, not needed. 
Definitely after. You need to make sure that the parts fit together properly before staining. Plus it is much less work to stain after you have a nice square, rigid structure.
